AI needs clear liability

Jesús Santos, CEO2 min read

Today Harbor comes out of stealth with $10 million to insure the agentic economy. The round has been led by Base10, Abstract and 8VC, in collaboration with Restive, NFX, Innovation Endeavors, Kibo Ventures, Masia and MVP Ventures.

We started Harbor with one mission: to insure the agentic economy.

The problem nobody owns

Agents, unlike traditional software, make their own decisions and act directly on company systems and data. Inside banks and insurers they approve loans, price policies and move money thousands of times a day. When one gets it wrong, nobody knows who is liable, and insurers are writing AI out of their policies because there is no claims history to price it. So the agents stay as pilots.

As AI agents take on responsibilities once held by humans, the source of risk is shifting from human decisions to machine actions. Rather than pacing the frontier, we believe the solution lies in pushing this frontier with real skin in the game.

What we built

An end-to-end risk platform and the insurance on top of it. We find every agent a company runs, measure its operational, security and regulatory risk, and block the decisions that break the company's rules before they go through. The measurement is what makes the risk insurable. Whatever remains, Harbor insures, with our own money behind the answer.

We're making these risks measurable, manageable and, most importantly, insurable. We're building a new category of insurance.

Who we are

The four of us met at Stanford and left to build this, with a team of former founders, IMO and IOI medalists, professional athletes and competitive programming champions in San Francisco, the United States and Europe. Our first customers are banks and insurers in the United States, Europe and Latin America.

The path ahead

We're creating a new market. Every agent running inside a company will have its risk measured, and then insured, the way every car and every building is today. That market is just starting, and we intend to lead it. The opportunity is enormous: for our customers, for the people who trust them, and for Harbor.

If you want to help build it, we'd love to hear from you. We're hiring engineers, underwriters, and the people who will sell this to the most careful buyers in the world. And if you run agents inside your company, or you're an insurer who wants to cover them, write to us.

The best is yet to come.
